There hasn't been an assassination or anything quite so drastic, but the el Bridget family has been forced out of favor through what she has been led to believe is less than scrupulous means. The result is that Louis has needed to go into hiding.
Normally, that wouldn't matter to Holly at all. She would stay by his side regardless. However, the fact of the matter is that a Pandora going rogue alongside her disgraced Limiter wouldn't be something the Chevalier could simply overlook, and so by doing so, she would only put Louis in greater danger. Holly is a strong Pandora, but those employed by the Chevalier have numbers and experience on her side. She wouldn't be able to defend him from that.
So, she continues down the path prescribed to talented young women like her, performing the baptism with an available Limiter and entering the employ of the Chevalier after graduation.
Of course, she loathes the idea of taking a new Limiter, whatever the reason. Still, she understands the need to do so, and so she accepts the arrangement. She's so buttoned-up to begin with that her detached attitude doesn't receive more than a glance from others.

So long as she isn't given center stage, she's a good face for the Pandora, those in charge say, and Holly doesn't refuse the position.
